Analysis of the Ministry's Role and the performance of the ministers during the Rule of the Qara Khitai (Qutlugh-Khanids) in Kerman

Abstract

The rule of the Qara Khitai in Kerman, established circa 619 AH by Baraq Hajib, marked a significant event in the region's history. Baraq Hajib, who intended to travel to India that year, encountered and defeated the ruler of Kerman, subsequently founding a new dynasty known as the Qara Khitai of Kerman. This government outlasted Baraq's lineage, persisting until 704 AH. Research on the local governance during the Qara Khitai era reveals that while details regarding the genesis of the regime and its political history are documented, there is a notable paucity in studies addressing the administrative and bureaucratic aspects, particularly in relation to the ministry. This paper employs a historical and analytical research approach to examine the ministerial institution within the Qara Khitai bureaucracy. It aims to shed light on the relatively unknown ministers, elucidating their roles and influence within the political and power structure of this government. The findings of the research indicate, at the same time as the Qara Khitai of Kerman, the simultaneous ministry of several ministers was used most of the time, a practice of noteworthy importance predating the Mongol Ilkhanate period in Iran. The study also reveals that despite the significant authority vested in ministers, rivalries with Qara Khitai rulers and concerns over their extensive power often culminated in property confiscations, undermining and destabilizing their positions.
