Establishment of the government by the Safavid dynasty was the beginning of formation of Shia order in Iran. Establishment of Shia order was a great and tremendous evolution which transformed many old stabilized and established relations and led to the fundamental change of political and ideological distinctions in the Muslim world. Iranian Shia order could not be accepted by the Ottoman government and its monarchy order; therefore, Safavid as founders of the new system were placed in enemy’s position. At the beginning of Safavid power; Ottoman government regarded them cautiously; however, gradually and by the full dominance of Safavid over Iran, Al-e Ottoman feared, and counteraction policy against the new Iranian government got priority. Bases of such policy were laid down during the reign of Sultan Salim I, then excommunication (Takfir) and anti-Shia policy became the dominant policy of Ottoman government. Indeed, reaction of Ottomans to the establishment of Shia order in Iran during Safavid era appeared in the form of excommunication and anti-Shiism; such policy was completely crystallized in political talks and military acts of Ottoman sultans against Safavid.
